PHARMA: Croatian Pharmacists against HZZO’s Cost Cutting

The Croatian Medical Chamber (HLJK) and various innovative pharmaceutical companies have expressed concern regarding the Croatian Health Insurance Fund’s (HZZO) latest cost savings proposal, according to which primary care physicians may only prescribe the lowest priced generic drugs to their patients. HLJK finds the proposal to be contrary to the Compulsory Health Insurance Act and a number of HZZO’s by-laws to the Act, including the Prescription and Dispensing of Medicines By-Law.

The proposal distorts competition, because it clearly favours a specific group of drug manufacturers, and subsequently limits the choice of physicians to prescribe medicines that could better suit the needs of their patients.
