According to the proposed amendments, the legislation abolishes the right of appeal against decisions of the State Intellectual Property Office and, subsequently, also disbands the associated Appeal Committee, as the second instance authority.

The legislation provides that an appeal can be submitted to the Administrative Court in Zagreb, specifying the urgency of the procedure and the justification for appealing the State Intellectual Property Office’s decision.

These legislative changes also require harmonisation (i.e. changes to) of the following acts: Products and Services Geographical Indications and Designations of Origin Act, Semiconductor Products Topography Protection Act, Industrial Design Act, Trademark Act.
