LAWS TO WATCH: Concessions Act

The proposed amendments align with the EU Directives 2014/23/EU on the allocation of concession contracts, 2014/25/EU on public procurement, and 2014/25/EU on the procurement of entities operating in the water, energy and transportation sectors, as well as postal services, which must be implemented into law by 18 April 2016.

The act stipulates three types of concessions: concession for use of common or other goods, works concession and services concession. The Concessions Act defines 22 areas opened to concessions, and expressly forbids concessions on forests and state-owned forestry land.
