GR Congress 2012: An effective Dialogue Between Business and Government
The IV International Conference “GR Congress 2012: An effective Dialogue Between Business and Government”, dedicated to self-regulating the Government Relations (GR) industry, Moscow, the Ritz Carlton, 23 November 2012.
The Congress was organized by the Center for the Study of the interaction of business and government, with the support of National League of Professional Relations of business and government.
This year’s conference was attended by the heads of major international organizations that specialize in lobbying and GR, including: Christian D. de Fouloy, chairman of the Association of the European Union, accredited lobbyists representing the interests of the International Association for the public policy (IPPAA), Natko Vlahovic, general secretary of the Croatian Association of Lobbyists and Founder and Executive Director Vlahovic Group and co-founder of the Croatia EU Business Council. Among the representatives of the public sector at the Conference were plenipotentiary representatives of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation Andrey Loginov, head of the analytical department of the Federal Antimonopoly Service of the Russian Federation Alexey G. Sushkevich, deputy chief of the goods trade negotiations department Development of Russia Viktor Batanin etc.
The conference addressed the self-regulation of Government Relations in Russia and in the world (the experience of Croatia and the EU being the most relevant.) Victor Batanin reveal the specifics of cooperation between business and government in terms of Russia’s accession to the WTO.
At the first session on self-regulation of the lobbying industry, the exchange of experience between the heads of the leading international and national advocacy organizations and professional associations, the Russian experts and key officials responsible for regulating the industry. Among the speakers of the first session were Andrey Loginov, Plenipotentiary Representative of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation, spoke about the criteria for regulating lobbying firms; accreditation of lobbying organizations, a report on the organization of orders/disclosure, and the professional organizational structure.
The Bureau is divided into two camps: the supporters of the adoption of laws on lobbying (I. Mintusov, Natko Vlahovic, convinced that the law on lobbying increases the transparency of the activity) and its opponents (F. Schauff, Christian de Fouloy, believing that this law is an obstacle to business and lobbyists). On this issue, a fierce debate was held.
After the first session, heads of National League of Professional Relations of business and government Andrew Godunov and the European Union lobbyists Christian D. de Fouloy signed a memorandum of cooperation between the professional associations. Also, a Memorandum of Cooperation National League of Professional Relations business and state and the International Association for the public policy (IPPAA).
At the second session on the key aspects of practical GR in modern Russia, were led by the head of the analytical department of the Federal Antimonopoly Service of the Russian Federation Alexey G. Sushkevich, speaking about the specific interaction of FAS with professional business associations, the Deputy Director of the Department of Investment Policy and the development of public-private partnership Kardashev Igor Polikarpovich , who went on to describe the activities of the department and told about the investment policy. The Deputy Head of Product Department of Trade Negotiations Economic Development of Russia Viktor Batanin highlighted in his report topical issues of adaptation of the Russian economy to the WTO.
The conference ended with the ceremony of awarding the best Russian experts GR-2012.
