As part of the European Semester, the government adopted the National Reform Programme aimed at boosting competitiveness and growth, correcting public sector weaknesses, and underpinning public finance management.  The government also adopted a decision decreasing para-fiscal levies by approximately €37 million annually.

In particular, the government reduced water management contributions, membership fees on tourist boards, compensation for recycled packaging, as well as levies for public roads usage and membership contributions for the Croatian Chamber of Economy (HGK) and the Croatian Chamber of Trades and Crafts (HOK).
