GOVERNMENT Amends Government’s Rules of Procedure

The government adopted amendments to its own Rules of Procedure that provides that legislative changes are ordinarily sent to the regular parliamentary procedure (two readings), ensuring the ratification of quality legislation.

In the future, the urgent procedure (bypassing the two reading procedure) will continue to be allowed according to Article 204 of the Rules of Procedure of the Sabor (i.e. parliament).  However, the government decree introduces an additional reason for the use of the urgent procedure, whereby legislation relating to the implementation of the National Reform Programme will also be allowed to be ratified through the urgent procedure.

During the seventh session of the Sabor, 596 out of 737 acts were ratified through the urgent procedure mechanism.
