EU AFFAIRS: European Commission Initiates Possible Sanctions against Croatia

On 18 September, the European Commission (EC) initiated the procedure for consultations with EU member states on activating the safeguard clause against Croatia, in accordance with Article 39 of the Accession Treaty between Croatia and the EU, in response to the country’s rogue change to extradition laws, which effectively suspended the application of the European Arrest Warrant (EAW) for crimes committed prior to August 2002.

The EC proposes to freeze €80 million in subsidies earmarked for Croatia’s preparations for entry into the passport-free Schengen area and impose a judicial monitoring regime. The deadline for consultations with the member states is 10 days, after which sanctions will be defined…
